Request for Proposals  & Timeline for Macomb CoC Projects

The Macomb County Continuum of Care is accepting project proposals from its member agencies for possible funding through the 2008 U.S. Department of Housing & Urban Development (HUD) Continuum of Care (CoC) Supportive Housing Program (SHP) grant. The Macomb County CoC is applying for their Hold Harmless Need (HHN), so that only renewals, Samaritan Bonus Projects and Rapid Re-Housing for Families Demonstration Program projects will be accepted.

All applicants are required to read HUD's NOFA in full (general & program sections) at:
http://www.hud.gov/offices/adm/grants/nofa08/cocgrp.cfm  as well as attend EITHER the State-wide technical assistance training regarding this grant OR the review of that training which will be held locally. Dates will be made available soon.

In order to be considered for funding, all applicant organizations and proposals must meet threshold requirements, as determined by the Macomb Homeless Coalition Board of Directors (the primary decision making body of the CoC) on 4/3/2007.

Please note the following timeline:

July 29, 2008   Letters of Intent are due to the CoC Coordinator's office by 4pm. All Letters of Intent must include a program description, approximate program cost (including an estimated budget), and description of the agency's participation in the Macomb Homeless Coalition/CoC, including committee work. Any letter not containing all of the above information will disqualify the applying agency. ALL RENEWALS MUST BE FOR ONE YEAR.

July 31, 2008   Threshold review

August 12, 2008 Complete proposals must be entered into eSnaps and four hard copies of the application are due to CoC Coordinator's office by 4pm. Electronic submissions of the pdf will not be accepted by the Coordinator.

August 21, 2008         Interviews with the review team.

August 21, 2008 Project scores and rankings available at 4pm.

August 26, 2008 Written appeals must be submitted to CoC Coordinator's office by 4pm.

August 27, 2008 Vote of ranking approval by the CoC membership

August 29, 2008 Final drafts of proposals, including all exhibits and attachments, must be entered into eSnaps and a hard copy is due to the Coalition office by 4pm.
       
The Macomb County CoC reserves the right to amend the above timeline as HUD timelines
change. Any changes will be posted on www.macombhomeless.org
