They are pretty adjustable. My mare wears a cob and I can adjust it to fit a large TB cross (everything fits except the nose piece.) Oversize is more for warmbloods/drafts. If he has a draft head on him (cross?) then I would say yes. I'm sure it is about the same sizing as all other english bridles. Regular horse size fits my large hanoverian and thoroughbred stallions just fine(which btw are much over 16.1hh... western headstalls ARE a different story lol.) Like 16.1h and bigger, then you might want the larger size. I have a 16.1h Quarter Horse and he can't use most standard sized western head stalls because there to small. Hope this was helpful.
